Citizens for Sunriver

Citizens for Sunriver (CFS) was formed by a group of Sunriver residents who share

a vision that the health of the community is reflected by its heart, the Village at

Sunriver.  The vision is of a redeveloped Village at Sunriver which will again

become the economic, cultural and social center for not only Sunriver, but the

greater Sunriver area. Further, redevelopment plans for the Village at Sunriver

will provide for a sustainable long- term solution that will benefit current and future

generations of Sunriver loyalists and property owners.

Citizens for Sunriver want to be the vehicle to get everyone involved in working

toward a revitalization program for the village  We want the Community to

understand that a successful Village at Sunriver should balance the needs of

a developer with those of the Community.  Citizens for Sunriver will do this through

promotion, education, meetings and emails to Sunriver property owners and the

greater Sunriver area.  We will ask the Community to get involved, listen to the

experts and be prepared to compromise for the greater good of the Community.

To assist in our efforts we have developed this website.  In order to make it useful

to all we will strive to keep it up to date.  On the Home Page, we will summarize

the latest news, upcoming events and information of interest.  It will be updated

each time there is an upcoming event or when there is an item of news.  As events

occur, the items on the Home page will be rotated onto the appropriate web page.

The latest date of revision for each of the pages on the website will appear in the

lower right hand corner.

To help you to conveniently keep up with upcoming Sunriver events, we have

installed a link to the SROA Community Calendar.

Latest news:

STATUS OF THE ADELMAN LAW SUIT

       

        The Adelmans filed for Summary Judgment on January 9, 2009. They filed

          for 2 claims of relief.  The first  - "Declaring that Section 3.06 of the 

          Consolidated Plan must be amended before construction of residential

          units in SilverStar's/Rediscover Sunriver's properties zoned as Commercial

          Areas be approved or initiated."  The second - "Enjoining SROA, SilverStar

          and Rediscover Sunriver from approving or beginning construction of

          residential units in SilverStar's/Rediscover Sunriver's properties zoned as

          Commercial Areas unless Section 3.06 of the Consolidated Plan is amended

          to allow residential units in Commercial Areas."   In both cases they have

          asked for their reasonable attorney's fees and costs.  On April 6, 2009 the

          Adelmans filed an additional amendment to which the SROA intends to

          respond by May 11, 2009.    SROA is continuing its defense of the lawsuit

          and filed an answer, affirmative defenses, and counterclaim on

          February 18, 2009.  SROA also seeks recovery of its attorney fees incurred

          in the lawsuit. The trial set for April 21, 2009 has been canceled.  The court

          has set a hearing for the motions summary Judgment for July 6, 2009.

REDISCOVER SUNRIVER VILLAGE, LLC MALL REDEVELOPMENT PLANS

          On Friday, March 20, 2009, Rediscover Sunriver Village, LLC provided an

update on their plans for the Redevelopment of the Sunriver Village Mall at

the Sunriver Area Chamber of Commerce Sponsored Community Forum.  The

Forum was held at Sunriver Resort's Great Hall from 9:30 - 10:30 AM.  See

the most current online version of their presentation.

At an SROA-required neighborhood meeting on April 24, 2009, Rediscover

Sunriver Village, LLC (RSV) presented plans to  tear down 3 buildings in the

village.  They intend to demolish building 0, 3 and 11.  Only building 11 is

proposed to be replaced with a possible brew pub and movie theater.  The

sites of the other buildings will be restored to a natural condition or

replaced with landscaping

RSV intends to submit an application for demolition in time for it to be

included on the May 15 SROA Design Committee agenda.  The May 15

Design Committee meeting will be held at 10:00 AM in the SROA Board Room.

Both the Design Committee meeting and the workshop that precedes the

meeting are open to the public.

Crews have already stripped windows, doors, light fixtures and reclaimable

building supplies of the 3 buildings.  Some of the reclaimed materials have

been used to replace doors and windows in other parts of the village.  Other

recyclable materials will be donated to Habitat for Humanity.

This project will also be processed publicly through the Deschutes Planning

Department before SROA's Design Review Committee considers its final

review.

 SUNRIVER NEEDS NEW POOLS

        In December 2008, March and April 2009 forums in Sunriver, members of the

          Amenities Task Force shared information about our need to replace the

          North and South Pools and also shared some options developed by

          consultants who evaluated our aquatics facilities and envisioned future

          community amenities.  They have also hosted similar forums in other various

          out-of-town locations for absentee owners.  You can view

SUNRIVER RESERVES

        Following the recommendations of SROA's reserves fund specialist, Felix

        Reserve Group, the SROA Board of Directors unanimously approved placing a

        measure on this summer's ballot that proposes a maintenance fee increase to

        properly fund SROA's reserve fund and operations.  If successful, the measure

        will take effect in January 2010 and will be a $30.00 per month increase. 

        While the board's action follows the recommendation of the reserve specialist,

        the ultimate decision remains in the hands of Sunriver owners. Our governing

        documents require that any proposed in our maintenance fee greater than 6%

        must be decided by vote of the ownership.  In order for this measure to pass,

        at least 60% of all votes cast must be in favor of the increase.

        The necessity for the need to fund our reserves cannot be overstated.  To

        emphasize this importance, the board has prepared a letter which all owners

        should have been received by now.  The letter is accompanied by a pamphlet

        and the recommended plan by the reserve specialist.

        The pamphlet insert in the letter shows a graph of SROA Replacement

        Reserve Fund History/Projections.  It shows that  by 2011, the Reserve Fund

        will be $2,000,000 in the red without a fee increase.  Based on this

        projection a combination of the following will be required; scheduled

        replacements of Community Assets will need to be postponed,

        assets/amenities will need to be "decommissioned/closed, future

        amenity planning and funding will have to be canceled, Community priorities

        will need to shifted from aesthetic and safety to safety only, money will have

        to be borrowed, special assessments may be required.

        Tthe SROA Manager, Bill Peck has prepared a presentation

        available online and the Board and Staff are planning several townhalls to

        inform owners about the reserve ballot measure.  The schedule and locations
